Tinubu approves comprehensive NYSC reforms, introduces civilian operational leadership

President Bola Ahmed Tinubu on Monday approved a comprehensive reform of the National Youth Service Corps (NYSC) at the Federal Executive Council (FEC) meeting held at the Council Chamber of the State House, Abuja, introducing a civilian-led operational structure for the scheme while retaining the military’s role in providing security for corps members nationwide.

The President also directed the Attorney-General of the Federation and Minister of Justice, Lateef Fagbemi, and the Minister of Youth, Ayodele Olawande, to amend the NYSC Act and relevant regulations to give legal backing to the approved reforms and facilitate their immediate implementation.

The reforms are aimed at modernising the 52-year-old scheme, improving the safety and welfare of corps members, and equipping them with skills relevant to national development and the evolving job market.

Among the key measures approved is the introduction of a technology-driven call-up process to enhance transparency and efficiency in mobilisation, alongside a risk-sensitive deployment system designed to improve the security of corps members.

The six-week orientation course will also be redesigned to place greater emphasis on leadership development, entrepreneurship, digital skills and specialised career pathways, while primary assignments will be aligned with corps members’ academic disciplines and career interests.

Under the new governance framework, the NYSC’s operational leadership will be headed by a civilian, with the military continuing to provide security support during orientation exercises and throughout the service year.

Other reforms include the introduction of a national grading and certification system for orientation camps, the replacement of the traditional Passing Out Parade with a graduation ceremony, and the unveiling of a redesigned NYSC uniform to reflect professionalism and national pride.
